Attached for your information is a copy of my corrispondence with the DOE concerning the route back of W Mountain. I feel that the tailings should be moved 6ut of the flood plain. If they have to go somewhere, the Landfill site and the route back of W Mountain appear to make the most sense. I talked with Banks, Richey, and others after the meeting. They have given a lot of thought to finding an acceptable site but have assumed that getting the tailings from A to B will be just like they have done everywhere else - use a public road or highway because that is what their subcontractors are used to doing. Gunnison is unusual, if not unique, in having a site which is accessable without using public roads. I_teet believe that moving the tailings off-road can get the job done faster with less problems, and I think with sf less cost. How the tailings are to be moved remains open for decision. Now it is necessary to identify the pros and cons of transportation alternatives in detail - routes, time of year for operation, daily timing. the kind of vehicles used, accident prevention and response, etc. and to come up with a package which makes more sense, especially economic, for this particular situation.
