Small-capacity reservoirs are needed to thwart drought By KEN BAKER The drought of the year 2002, the dri- est of a series of drought years in South- ern Colorado and reported to be the driest year in Colorado history, generated more -public interest and newspaper space than any previous drought year in our history. The public interest focused on the State- house in Denver, stirring our lawmakers into uncommon political rhetoric directed at filling empty reservoirs and providing quick and efficient means of providing water transfers to the northern Front Range. Our water appropriation customs and laws were adapted to accommodate the needs of the miners and homesteaders who staked their claims and gave birth to modern western irrigation practices. Col-
