This testimony argues against the Fryingpan-Arkansas Project by proposing that Pueblo and other communities in southeastern Colorado could better manage their existing water from the Arkansas River Basin rather than diverting water from the Western Slope. Dixon makes numerous references to hearings and documents produced on the subject. Dixon also argues that the water needs to remain on the Western Slope to further develop energy extraction industries in the region.
