OBJECTIVES Each year hundreds of young people find their way to the Aspen resort area as temporary refugees from the real world.Each one is looking for something, be it adventure, romance, peace of mind, skiing, or serious work.They find jobs, and for the most part stay for a season, winter or summer.These transient workers make up the backbone of the work force.The business people realize this and depend on these people for the operation of the economy.As important as these people are they are neglected in one of their basic living needs, housing.Snowmass-At-Aspen is one of the most energetic projects attempted in resorts and when completed will be the most comprehensively planned resort areas in the United States, At the present the only housing available for the transient worker are the expensive condominium apartments in Aspen and Snowmass and a few cheaper rooms in houses in Aspen, All of the housing is rented after a very short time when the tourist seasons beein and many prospective employees are left without housing and are not able to stay.This project, CHINOOK, will undertake the planning and design for a housing facility for the transient workers of the Snowmass-At-Aspen resort.The housing facility must be programed to meet the unique needs of these transient workers, both physical and financial.It must also be planned to house tourists when and if the occupancy rate must be maintained for financial purposes.Primary objectives are (1) provide housing at the work center for a more efficient operation of the resort, (2) provide housing for a particular group of people, (3) provide for a more stable, though short term, labor force for the resort, (4) since attracting people to work at the resort is no problem but the financial problems are important in order to make the project feasible, only specific needs be designed for.Snowmass-at-Aspen will be a large complex made up of several "villages".While the planned facility will be for only one part of the complex.Linear and West Villages, if sucessful, other facilities of this type will be planned for the other parts of the complex.FEASIBIUTY ANALTSIS BUILDING AREA The housing facility, CHINOOK, will be constructed to serve the proposed Linear Village and existing West Village complex.The building(s) must be planned to provide it connections with services of the complex^ The specific site selection for CHINOOK, will'be influenced by: (1) the physical connections with the area, (2) the little or no space available in West Village since it is near completion, ^^) the activities of the users of CHINOOK, (4) the scope of the physical size of the facility, (5) the specific functions of CHINOOK.See maps 3, 4, 5, and 6.FINANCING Ownership: The developer of Snowmass-at-Aspen, Snowmass American Corporation, realizes a need for more stable and efficient employees and thinks a project of this type may help the transient problems.The corporation is willing to finance the project if it is economically feasible.The owner is willing to operate and maintain the facility on a"break even" financial basis and is even willing to take a loss on operations if the facility proves to be beneficial to the success of the resort.Snowmass American Corporation is a subsidiary of the American Cement Corporation, a multi-million dollar corporation consisting of several subsidiaries.Funding: Snowmass American Corporation is responsible for the planning, construction, and maintenance of service facilities for the resort.Their areas of responsibilities include the building and maintenance of roads, sidewalks and such, and public and recreational facilities.They also sell land to private investors and provide general services in real estate.CHINOOK will be a physical improvement feature of the Snowmass area and therefore will be included in the development expenses.The initial building expenses will be provided by the corporation in the development fund (loan).Private investment must be considered an alternative funding element.If the project proves to be economically feasible for a profit it might attract private investment.Therefore two financial schemes, one for Snowmass American Corporation operating at a non-profit situation and one for private investment operating at a profit situation, will be computed in the budget section.Occupancy rates: The Aspen Chamber of Commerce statistics for 1969 shows a yearly average of 800 estimated transient workers for the city of Aspen and 200 for Pitkin County.150 of the county was employed at Snowmass, A breakdown for the number of employees by months is shown in CHART A. The most prosperous season is the winter since skiing is the main industry.The season starts in mid-November and ends in mid-April.The largest number of employees at Snowmass reached a high of 200 during the Christmas holidays, which is the busiest part of the year.This large number is due to the many students
