Financing and Infrastructure Plan a. Establish a Home Buyer Training Program to assist residents with qualification and down payment. b. Establish a Housing Trust to purchase vacant housing for rehabilitation and sale. c. Provide incentives to develop infrastructure capable of expansion to future development
