The experimental Colorado Joint Review Process for Major Energy and Mineral Resource Development Projects could defuse the adversarial stance of environmentalists, industry, and government. The project was initiated when residents of Crested Butte objected to molybdenum mining. A technique was needed to speed up the permit procedure and let all the environmental issues be resolved at the beginning of the process so as to avoid later litigation delays. Agencies agreed to set and meet decision deadlines during the joint-review process. Some issues are still unresolved, but all contenders support the review process. (DCK)
